On Explorer and Data Query / API
To obtain data for users, it is necessary to create a segment based on these users.
To do this, changing the scope of your segments is mandatory. In the segment tab, change the scope to "Users".
With this segment applied within Explorer, for example on the Audience > General Traffic analysis, you will have user traffic only.
On Data Query, you can apply the segment to your whole analysis or a single metric.
